Synopsis
The small, thick-lipped, party hat-wearing pirate who brings Nami's join-offer to Buggy (and later reports that Nami has also stolen the key to Luffy's cage). In the anime, he's shown performing other duties, such as loading Buggy Balls into the crew's cannons. (Source: One Piece Wiki)
